Project Highlights

The Salem Police Department had outgrown their space inside City Hall where they had been located for nearly 50 years. JE Dunn, along with DLR Group and local architecture firm CB Two, worked with the City of Salem and Police Department to create a new facility to bring together units and departments that were split between City Hall and off-site leased spaces. The new police station includes evidence storage, a crime lab, training spaces as well as the City of Salem Emergency Operations Center. The 104,000-square-foot building also includes a community meeting room, public lobby area, and outdoor plaza— balancing an inviting, civic building while maintaining secure facilities for police operations. The adjacent 77,000-square-foot parking garage includes secure parking for 250 vehicles. The new consolidated police station unites all police units and departments under one roof in a safe, welcoming building for both staff and the public.

City of Salem Police Station

JE Dunn worked with the City of Salem and Police Department to create a new facility including evidence storage, a crime lab, training spaces, secure parking garage as well as the City of Salem Emergency Operations Center.

Serving the Client and the Community

At JE Dunn we embrace our clients’ mission and join them in the community. “Together we are building a safer Salem” was the project team’s purpose statement. To achieve this, JE Dunn became an integral team member beyond the day-to-day project needs. JE Dunn helped with community outreach for the project, we were active with Capitol Connect to engage Salem area trades, and we worked with the Salem-Keizer School District to host a high school summer intern.

Our team helped the police department with their community outreach, making regular appearances on “Building Buzz”, a video series hosted by Deputy Chief Steve Bellshaw to explain the process of building the new police station and demonstrate the value of this project to the community.

JE Dunn coordinated with the Salem-Keizer School District, Career Technical Education Center (CTEC) program to develop a high school internship program on the project. This was the first internship for a CTEC student on a public project, and the school hopes that JE Dunn’s example will lead to more opportunities for their students. The city and police department gained positive local media coverage and were happy we made this happen on their project. Additionally, our team volunteered with several community partners, participated in the Salem Police Department’s annual Halloween safety event, and volunteered with Salem Police Department members to help renovate a local women’s shelter— providing materials and labor to execute security enhancements to the shelter’s lobby.

Complex Security Systems

As a building serving many different needs, each with their own security requirements, the hardware and security systems were very complex. JE Dunn and our design partners worked closely with the Police Department to coordinate which parts of the building would need to be accessible to which groups of people so that we could plan out which types of door hardware and security systems would be needed in each part of the building. This required a holistic approach to planning—from door functions and paging systems to duress buttons in interview rooms, everything needed to work together seamlessly.
